Then even when we get to having the CAP strategic plan agreed and the regulations in place there is still a certain amount of flexibility for member states or options for them in how that is translated into reality. That requires engagement with stakeholders on the ground in each member state, which we did very extensively over the last CAP strategic plan. When we have done that and got to the point where we know what our scheme looks like and how we are going to implement it, it is then a case of everybody wanting to have the scheme delivered immediately-----
