Yes I believe that is right. When I saw the low uptake I instructed the Department and the HSE to immediately get under the skin of this and see what it is. Instinctively I believe it is exactly what the Deputy has just said. I will get the figures for the Deputy, but we have seen a much higher uptake of the GP cards for the ages six and seven, and less for the cards for those on the median income. My instinct is the same as the Deputy's. It is too complicated. We are going to figure it out. Some work is being done on that now. It might require some further very clear communications or it might require some changes to the criteria to make sure it is all very easy for people.
