We accept this way of doing business and this way of budgeting. This relationship between the budget and the service plan needs to change. It is not fit for purpose. There are issues around financial management and financial control, particularly in the acute system. The Government sets a budget. The budget is the budget. That is proposed by the Government and approved by the Dáil. Everybody has to work within that budget.
