Yes, it is a point of policy that the Minister of State would regularly run past us and how we can go about getting to a situation where we are in a position to build more often. Buying is very difficult in the public sector because of the large lump sum expenditure involved in a single purchase and it is not profiled. Much of it has to do with forecasting numbers and demand.
