It seems that the starting point is what the strategy is in relation to the kinds of services that are wanted delivered. After that, it seems there are targets in relation to the level of provision that will be provided for populations. If you like, for example, one could take a population area in CHO 4 or CHO 8, look at what the total objective or strategy for that area and population, and then look at what is in place, the quality of it, the utilisation of it and the plans going forward.
