I mentioned that we had done a public consultation, and which method is favourable would have been one of the questions we posed. There were some legal doubts raised around the opt-out option. Certainly, in terms of the consultation, the responses we would have gotten would have been mostly in favour of an opt-in choice. That would have helped us in our policy decision.
