I thank the officials for their time this morning. As noted earlier, the directive provides discretion in terms of how member states choose to implement it, including whether to provide for an opt-in or opt-out mechanism or a combination of both. This allows the consumer to decide whether or not to be represented by the qualified entity in action or whether or not to benefit from the outcomes, naturally, of that action. Obviously, Ireland is choosing the opt-in method. Why, in particular, was that viewed as the preferred method?
