I thank Mr. Doheny. People in my constituency are telling me that, basically, it is up to each HR department within the local authorities to decide whether employees may apply for the hybrid model. I do not wish to get into individual cases but, to be clear, there is a local authority very close by and its employees are still on a hybrid model involving two or three days a week, as they ought to be. I hear Mr. Doheny's point in respect of there being a small percentage of jobs that cannot be done from home, but that number of jobs is minimal. In the context of the public service, it is unusual that the HR department in a particular local authority can make one rule, while that in another local authority can make a different rule. I ask our guests to comment on that.
