One of the issues raised in the plan published yesterday was trying to ensure that when a person goes into the system initially, he or she will be given a formalised opportunity to engage within it. What I have also been told is that it can depend to some extent on the judge, who may or may not be interested in or aware of it. A much more cohesive national system is needed across the entire criminal justice system.
