Mr. Paul Hogan:

The objective is that it would be supportive and that is what this is all about. The Deputy mentioned and I know we discussed earlier - I am not sure if the Deputy was here - the need for planners to be able to deal with communities through Irish. That is something we would agree with, but we explained that it is quite difficult within local government to secure and retain professional staff, in particular - planners, engineers, and people like that. One of the ideas we had was that if it cannot be provided in one local authority, it should at least be provided on a shared service basis. That would be working towards more local availability. I know Dr. Aodhán Mac Cormaic had further thoughts on that. It is just a function of the availability of people right now. Certainly in our scenario, we sought to prioritise someone who can speak Irish fluently. As part of the expansion I mentioned earlier, we have taken on someone who can do that. There probably are not a lot of people who are both qualified in planning and comfortable working professionally through Irish.
