On timelines, the legislation is to some degree enabling. On the technology, there has to be a procurement process that follows State procurement guidelines. The codes of practice will have to take account of the specific technology that is available. This is part of the reason the codes of practice are drafted the way they are and why they are such a significant piece of the legislation. The timeline will involve the enactment of the legislation and only after that can the technology be procured. Once the technology is procured and known, then the codes of practice have to be drafted with that in mind. There will be preparation of the codes of practice but they cannot be finalised until the procurement is done.
