I was working at Twitter when the legislation was established and it is interesting to note that Twitter and Yahoo signed up to the tier 1 scheme but, at the eleventh hour, Google, YouTube, Instagram and Facebook declined to sign up and were deemed tier 2 service providers. In the course of business, they have been collaborative and co-operative when we have requested removal. I believe they did not sign up to become tier 1 services because doing so involved a coregulatory model and they did not want to set a precedent showing a tolerance for compliance with a regulatory scheme, which might start a domino effect.
