I agree 100% with Ms Inman Grant. We are taking account of the different stakeholders' opinions and that. If we do not have an individual complaints mechanism, the Bill will not be worth the paper it is written on. Certainly, it will not be as effective as we want it to be. Is it Ms Inman Grant's opinion that there is no reason an individual complaints mechanism will not work once it has sufficient funding and resources behind it?

There is no reason that would not work if it had sufficient funding and resources behind it.
