I welcome the witnesses. How did it come to pass that executives, junior or senior, of a stockbroking company might feel it possible to engage in the kind of dealing in which they became involved? I understand there are strict regulations for how employees, executives or shareholders within such companies are allowed to operate. How did they feel they could operate with impunity?
