I agree with Dr. Mulligan on the regulatory system. I think we all agree that anything which is providing care in the State needs to be subject to appropriate regulatory oversight. However, in some of the briefing material, the commission outlines that a vulnerable person should have access to independent advocacy for themselves, for example. How would this legislation envisage that this be triggered in a private setting? Could Dr. Mulligan outline the position in that regard?
