It is not really a question we can answer. We are an independent statutory body with a particular job and we do that. Frequently recommendations we make do not get implemented but that is the way it is. It is not our fault and we do not know why it happens. Mr. Byrne has been with us the longest and he has most understanding of the work done by the commission and what has happened to it. Perhaps he might comment on it.
