That is determined in relation to the level of outbreak, the number of residents affected by the outbreak and the number of staff on Covid leave. It is done in consultation with the provider, the public health team and the Covid response team. There is no one threshold because each outbreak has its own characteristics. The learning from the expert panel and the recommendations include the review of the staffing and skills mix for all providers. That will be a really important part of the learning from this.
