I want to go back to my original question, which was not answered. With regard to screening and assessments associated with felling licence appeals, Mr. Gowran made the point that the EU water framework directive is slowing things down. Does he believe, however, that other factors are at play? With regard to forestry expertise in the Department of Agriculture, Food and the Marine, does he believe there is a need for the Department to recruit more staff?

Mr. Gowran works closely with the Department and knows what it is doing. He spoke about what is slowing down the appeals process but I understand there are a number of factors at play. What is Mr. Gowran's view on that? Is there a need for more staff with more expertise in this area?
