Surely the Governor understands the difference between a retail bank which has a long-term interest in new activity in the Irish market and a vulture fund like Cerberus, which is looking at breaking up loans, disposing of assets and exiting the market as quickly as possible. Bank of Ireland or AIB could do exactly what Cerberus would plan to do but their interest is long-term as opposed to short-term. That is why there are different behaviours. Does the Governor accept that?
