Returning to the NTA's engagement with the local authorities and some of them being better in this area than others, are those who are good at this better because they have staff that are committed to cycling and walking, they have more advanced plans or they are better at drawing down funding or are there common denominators in that regard? Where there are people who are more proactive this is reflected in drawdown. What are the stand-out issues?
