On the question of hate speech, we should not forget that there is a series of international standards and instruments that apply to pretty much everyone in the world, including the International Covenant on Civil and Political Rights in Articles 19 and 20. Most countries have ratified that treaty. The UN human rights committee has jurisprudence. There is a UN special rapporteur on freedom of expression who has just produced an interesting report on precisely this topic and human rights. A lot material is available. There is the Rabat plan of action on hate speech which was developed eight years ago. It is supposed to serve a global audience. The international standards are in place for some specific forms of expression. They need to be adapted to the national context.
