I emphasise the point that if one is putting the obligation on companies to look at how their systems are facilitating the spread, one does not rely so much on definitions of how one categorises certain kinds of speech. The techniques for allowing the content to spread cut across a range of harmful content. It softens the need to understand it. Finding an agreement on hate speech would be difficult, but perhaps one could start with asking whether there were repeat instances and other such technical questions, on which there might be agreement.
