We all agree that we want to ensure that there is no child pornography on the Internet. We had a witness here last week, Mr. Joe McCarthy from UCD. He suggested that before a person is able to open an account with Facebook, Google or Twitter, he or she would have to provide details about his or her identity.

If such a rule were in place, would that not have a significant deterrent effect on people putting child pornography on the Internet, because they could be identified?
