I hear what Dr. MacLellan is saying about people doing this at a pace they are comfortable with. Is the major stumbling block preventing this from being done more quickly the concern of those involved about making the change, or is the delay in getting this done relates more to the ability of the State to provide the housing facilities and wraparound services she has mentioned?
