That is, in a sense, an impossible task. PricewaterhouseCoopers, an accounting firm, is examining the matter, at a cost of €450,000. The witnesses should be telling us what went wrong, what governance arrangements were in place, what has been learned and so on. What I have learned from Mr. Costello and Mr. Pollock is that the details of the tender were a bit on the lean side, that they should have been clearer about that and the checks and balances. That is all I have heard from them on this matter. I have read the transcript of the proceedings at the heath committee and know all of the questions that were asked. I have read the 2015 script in which the witnesses were alerted to this difficulty. I feel sorry for the Department, except that it is the oversight body. Am I correct that practically all of the board members are from the private sector?
