The State and the private sector are putting money in. It is a public private partnership of a type. I would like to clarify this. This infrastructure is not a design and build programme. Is that correct? I am comparing it to other PPPs with which people are familiar. To use the usual terms, it is not a design and build programme; it is not a design, build and operate programme; and it is not a design, build operate and finance programme. The Department is going to identify a preferred bidder. The preferred bidder will contribute X and the State will contribute Y. Is that the type of structure we are talking about?
