Yes, although we would prefer if people did not engage in avoidance. If they engage in avoidance, we would like them to tell us. If people are engaging in avoidance, the last thing they want to do is tell us. We are not the people one likes to tell. This has a behavioural impact. Now the European Union is introducing a mandatory disclosure regime to deal with international practice. We were one of only three countries with a mandatory disclosure regime so it spoke to us about our system and how it worked.
