If the material was not up to scratch, why was it allowed to go through the system and why did no one realise it would cause trouble down the line, with blocks starting to fall apart? With modern technology, one would imagine the strength of stone and cement would be one of the first things that would be tested. Why did that not happen? The taxpayer will probably have to cover most of the cost.
