In it, GSOC says that there are clear areas of concern in Mr. Kelly's February report, giving rise to the belief that events may have taken place. GSOC believes that it is in the public interests for these matters to be investigated and, as such, it extended the remit of its investigation to take into account the issues raised within Mr. Kelly's February report on the Garda college.
