I would be deeply uncomfortable supporting this motion today without some commitment that, subject to the five year plan being received and a number of corporate management issues being addressed, which I think are well under way at this stage, the Minister's Department will provide seed funding and commit to capital funding, subject to those protections. My understanding is that the association is well on the way to addressing the requirements and conditions, which is a miracle to me. The problem is that the Minister is asking us to support a motion that commits funding to a number of related industries and we have no commitments-----
