That is precisely where I was going with the next question. Is it the case that the response of at least some of the more reticent banks demonstrates there is no significant change in culture? The interactions at the committee here have been very frustrating. It is like being on a treadmill. Last year, they came in and said it would be sorted by Christmas and the same is happening this year. It is just going around and around. Is it fair to say that some of them are engaged in foot-dragging?
