I repeat the point Deputy Munster made before Deputy Smith spoke, which I agree with, that those of us in this House need to get our act together in regard to changing the regulation. It is not the witnesses' fault if the regulation is in place because they were not required to inform them what they were doing. They should have done that. They had a moral and ethical obligation to do so. They did not do that, but we must address that point.

The other charges Deputy Smith makes are very serious and I would like them to be responded to fully. I will take the response from whoever wishes to do so, but they are very serious, certainly in regard to safety issues.
