Would we be better to emulate the UK in that area with some sort of seed investment programme? There has been some criticism of angel-type investors in the UK in the context of some foreign investment and the way it is concentrated in certain areas such as the south east and so on. Are there different approaches we could take such as a dynamic tax policy, particularly for start-ups?
