I am not asking Mr. Waters to do that. I am asking him to put himself in the place of the Secretary General of the Department of Justice and Equality of this State. If we, as a committee, can conclude nothing else, it is surely - to state the blindingly obvious - that the Department ought to have been informed and that the Garda Síochána Act 2005 ought to have been complied with in line with the legal advice that Mr. Ruane gave to the Commissioner.
