No preconditions. The issues in respect of the McGee and Barrett reports, etc., are gigantic. She did not inform Mr. Waters. I am taking from his answer that he is happy that she did not inform him until 1 September, by way of copying him in on an email, and then formally about setting up the committee on 1 October. It is incredible to me that she would do that to the Secretary General of a Department.
The Department had a representative on the committee. What date was he first informed about it? Was it 1 October?
