My understanding of it is that when it was devised, it was to be a funding model to allow facilities to be developed in Templemore and the surplus from the restaurant account was to be put aside to enable facilities to be developed in Templemore. In more recent times, we have looked closely at the allowances that were paid to trainees in Templemore.
