The point was made by the Commissioner that this was a legacy issue, and judging by today's standards of course the practices were wrong. However, it is clear from all the evidence that we have seen and from the McGee report and subsequent Nolan report - we do not know much about the 2006 report except that it raised issues - that the issues raised were clearly outside of the acceptable practices at those times.
