The witnesses tell us the Department of Justice and Equality knew exactly what was going on and that it was aware that public money was going in, co-mingling with private money and a profit was being made, and that was all done with the blessing of the Department of Justice and Equality as each year passed. In fact, it endorsed that because it was a way of providing facilities for the college.
