I have to stop Mr. Waters there. We heard evidence earlier about audit and when Deputy Kelly was Vice Chairman he showed us an internal document from 2001 showing us that there were audit procedures. It is not as though auditing is a new science that developed in recent months or under the current Commissioner, or indeed during Mr. Waters's own tenure. The practice of auditing has existed for quite some time.
