I want to make the point about convenience, and this has been suggested before. Immediately on receiving Mr. Kelly's report yesterday, and with regard to the seriousness of the matter, the deputy commissioner referred the issue to the GSOC, which is appropriate practice. Under no circumstances was this done to keep it out of the view of this committee, and indeed it was quite the opposite. I would hope that it would provide assurance to the committee that we would take appropriate action as soon as it comes to our attention.

On the actions taken in the 16 month intervening period, there was, and there is evidence to show there was, action taken at all times and the appropriate mechanisms and structures put in place to ensure Mr. Kelly's recommendations will be fully implemented by the end of this year, as we heard earlier from Mr. Nugent, or through me from Mr. Nugent.
