On a separate point - Deputy O'Callaghan referred to the issue of compensation - does Mr. Carroll fear that this Bill, without providing for an explicit mechanism for people to have a positive ability to receive compensation, will inevitably end up clogging up the courts with potential breaches of data control, whereby large organisations and corporate bodies would have the ability to take on individuals? Would it not be better to provide stronger legislation that would provide for a positive right to compensation so that we better achieve this balance?
