We will now consider the topic of the granting of planning permission in rural areas and the national spatial strategy for 2002 to 2020 and its successor within the context of the committee's current project - what it takes to sustain a viable rural community - with representatives from the Department of Housing, Planning, Community and Local Government. I welcome the following witnesses who are representing the Department: Mr. Niall Cussen, principal planning adviser; Mr. Terry Sheridan, principal officer; Mr. Paul Hogan, senior planning adviser; Ms Alma Walsh, planning adviser; and Maude Ní Bhrolcháin Uasal, oifigeach riaracháin. I thank them for attending.

I draw the witnesses' attention to the fact that by virtue of section 17(2)(l) of the Defamation Act 2009, witnesses are protected by absolute privilege in respect of their evidence to the committee. If, however, they are directed by the committee to cease giving evidence in relation to a particular matter and continue to so do, they are entitled thereafter only to a qualified privilege in respect of their evidence. They are directed that only evidence connected with the subject matter of these proceedings is to be given and are asked to respect the parliamentary practice to the effect that, where possible, they should not criticise or make charges against any person, persons or entity by name or in such a way as to make him, her or it identifiable. The opening statement and any other documents the witnesses have provided may be published on the committee website after this meeting. Members are reminded of the long-standing parliamentary practice to the effect that they should not comment on, criticise or make charges against a person outside the House, or any official by name in such a way as to make him or her identifiable.
