The study was referenced in our opening statement. We drew it from the RSA report. On the Deputy's question, there are a couple of things at play. Every generation must learn the laws of the land and at different points there is different emphasis. In the past, there were many public awareness campaigns around drink driving but that has not been the case in the last five to seven years. Also, in the past five to seven years, the level of enforcement has been lower than it traditionally has been. These two points, taken together, are a big factor. Another factor is that the current generation are more engaged in home drinking than the previous generation and they are driving between each other's houses. We do not know for sure which is the greatest contributory factor and for this reason we believe it is important that legislation, in terms of providing a deterrent, takes into consideration why these things are happening. It is clear that the latest generation have a more liberal attitude than previous generations.
