These were paper measures, because we did not have the IT capacity at the time to do it on computers. It was a paper-based system and so we created many paper records, as we alluded to earlier. Trying to find and reconcile those paper-based records, most of which date back to 2011, shows that they simply are not there in many places.

That is what was frustrating about trying to have the examination completed.
