Between 2015 and April 2016, the detail of what was to be done was being examined by the people who subsequently signed off on the new procedure to be brought in on the basis that it would work. We knew there was an issue, but what we did not want to do was make another mistake by bringing in a system that did not resolve the issue we were trying to resolve. That takes time.
