If an operator decides to apply for a change that involves a reduction in the number of services or towns that it services, we can do nothing to stop it from doing that. If it wanted to grow the number of towns, that would require consideration because there may be competition. If an operator wants to reduce the number of towns that it serves, there is very little that we can do about that application. If an operator wants to change the associated timetable, that could have an impact and would need assessment in terms of the towns that it remains serving, but we must accept the application as it is given to us.
