Mr. Dunne noted that between 2010 and 2014 approximately 1.5% of applications for planning permission were approved. In 2015, no permissions were granted. People then build without planning permission - the Senator is right - and that is the reason the Israeli authorities give for the demolitions. However, people are building without planning permission because basically it is not given.
