In political terms, it seems like a plan for small government. That is perhaps not an issue on which Professor McHale might touch. Deputies Pearse Doherty and Michael McGrath have previously mentioned the issue that Opposition parties would have an opportunity to put their budget proposals to some kind of unit to have them costed in advance of an election, or even annually, in order that we can have proper discourse rather than accusations that our proposals have been less thoroughly costed than others. Debate could be on the policy rather than on the costing element.
