Mr. John Hurley:

That was much earlier in '08 and it was part of the ... the domestic standing group, I think, discussions at the time. I remember this at the time, but then you have the last sentence, which then indicates circumstances where that might be possible.

I referred earlier to guarantees coming up in the context of a crisis simulation exercise and the too quick a reaction into guarantees which essentially informed my view, particularly around the 17th or 18th that we should, you know, that it shouldn't be ... should be considered more carefully. I basically said it might be counter-productive and I think the minute of the meeting of 18 September is there to that effect. But, as Deputy Higgins has said, this situation changed absolutely dramatically within a short space of time and the options for the Government were quite limited and in the circumstances of the change, and in the circumstances of the implications for the country as a whole, I changed my view too.
