The majority of time it is during the investigation process. A report draws on whatever information we have at that stage. We need to look at the legal advice when we go looking for the files and try to create an understanding of what roads lead to a decision. If we have an investigation meeting with somebody from a public body who tells us something is based on legal advice they received, that is when we would seek it. The confidentiality is there, and we are under the belief we have the right to the information at that point in time, but if anything could strengthen this and make it clearer to the public bodies there is no issue, that would certainly would be in our favour.
